Does the planet have to be a Chaos World? Depends on what you mean. It is for sure that planet isn’t Daemon world. So, I would say it is just a civilised world with chaos influence, which affects people but not background, as on usual worlds in the Eye of Terror. Why not a Hidden Pirate World/Base There should be bases, the primary point is to find out their general influence. i.e., if they have cruisers lent by Chaos that whole sector battle fleet would be hunting them down. If their ships are small and incapable of warp travel, they are just planet/system problem… so, better state what kind of pirates you are after.

Well A Chaos World is not necessarilly a Daemon world its just a World which has fallen to Chaos
Its like All Daemon Worlds are Chaos Worlds but not all Chaos Worlds are Daemon Worlds
And no ships on the Scale of Cruisers more along the lines of Escort sizes maybe occasionally have something the size of a Large Escort.
And having the System placed near a major traffic/warp route would mean that even if the Vast majority of their ships are Warp incapable they would still be able to attack convoys popping out of the warp due to the proximity of a planet or refueling spot.
Heck even if you add a Warp anomally near by it can act as i hiding spot for the Pirates and it would interupt Warp travel meaning the Ships would have to leave the warp to pass the anomaly.
But I think its possible for Warp incapable craft to enter the Warp following a Warp capable crafts wake and in the Warp being sheilded by the wake it produces through the warp
Orks seem to do it

"Ok, I can't have an space station... how about a very large orbital platform, with the armament of a space station?" "Ok, Kage, so I can't have a hiveworld... how about a VERY overpopulated civilised world? With a few hive spires?" Didn't mean to make fun of you. Large escorts (aka Frigates) capable of warp travel would be possible, but I don't see more than a few of them, and they would obviously not have the armour and armament of the Imperial navy. It's just that I've had looooong discussions about Orks and warp travel both on this forum and on Portent, and I've never heard of it.

Well one can source i think from BFG that Ork Kroozers have at their core a wreck of another races ship.
But nothing for the Escorts is ever mentioned and since Orks use Space Hulks to get through the Warp (They otherwise seem to be a rather localised problem) it would be fairly safe to assume that they protect the Escort somehow.
Also it was in a Story (It was about the instalation tinkering with Geneseed, for the Cursed founding IIRC, and the Marine got out and went nuts) but in this the Warp trail (Hence a wake) was to dispersed for proper tracking.
And in another story it (Jaq Draco) It talked about how the Warp Shields were projected into space and didn't only just enclose the ship but a Pocket of "real" space around the ship.
And i did state in my post that a Large escort would only be seen occaisionally (Eg the Maintanance and Manpower needed for it would keep it relatively dry docked except for when say a Big prize was spotted.
And of course most of these ships would be Converted merchant vessals (Many of which are Warp Capable) or captured prizes.
But you may have a single large escort which the Pirates managed to capture after it was strucke by an Asteroid or in got into some other form of trouble and the Pirates just boarded it when it was crippled.

I would see this Chaos faction as guerilla fighters..a relatively small group trying to fight against the big Imperium. Im working on my planet (Quechit), and during the Horus Heresy there was a big civil war there, many people on the planet sided with the Alpha Legion.
At the end of the Heresy when the Ultramarines came to the Anargo Sector, these traitors got ditched by the Alpha Legion. The leaders and a small amount of the traitor forces managed to escape the wrath of the Loyalists and their Ultramarine helpers.
Now these former Quechitians started this military force, or perhaps they have joined this force after being nothing more than simple renegades for millenia (well their off spring of course, since they are only human). Their guerilla tactics were preserved for all this time and now these Quechitians train the forces of this Blood-Pact type army. Very disciplined, fleet based, very mobile...I would imagine lots of fighters in space and relatively small equipment on the surface, no big tanks or war machines on the ground.
