Yes that always is the problem. From my posstion watching up high over them it all fits and works but describing this to others is another thing. Perhaps I am not very good at it.
As I have sort of said they do almost everything a the local level. Any group preforming a perticuler job or function make their own internal rules that are aplicable to them and their sitation.
Its only when they decided to change their lives in some fundimenal way that they will go all the way to make sure everyone is heard. In that case they do not care if it takes years or decades to work it out.
To be fair, they don't have economics and a lot of complicated law to get in the way, so not all these desitions are made at the 'highest' level.
Also remember their mentality is; "Whatever YOUR happy with!", their thoughts and views are so similer (because of their Biology) that their is not really an argument over anything.
To be honist I cannot give an exact example of how everything else pans out so easily. Centralised goverment is only really exists to manage society on a large scale. The Chy'var manage themselves on a small scale so it is a lot less hassel.
Deviants are few; something along the lines of three or four every 100 thousand years. Rare does not cut it -
As to two different worlds in disagreement, well hopefully I'll get to that in my next post. The short end of it is that the concept of different worlds is not in contention, their transportation system means that they intermingle freely. When you have a society like the imperium that is rather disconnected from each other, they are usally seperate and on their own.
With the Chy'var all they have to do is walk through the gate and their they are on the next world. I have also put prevousilly that they do not see barriers, their is no bounderies between them. They don't split off, they are still part of the one great whole of society.
They would also probably kill anyone who suggested being seperate from one another; its obviously a deviant!
Its easier to think they are just swapping one thing for another, again on the local level.
So lets start with; starving people sitting around doing nothing. They have the will that makes them think about how everyone else is feeling, so they selflessly start farming. Some will spilt off and get the field ready and a few will go off and hunt for some seeds perhaps visiting another world that has some excess. They come back and they all plant them. They tend to them and after a couple of weeks harrah! they have food.
They might even have excess food which they give to another group that need it, after all they went along and 'borrowed' some seeds to start up; its the least they can do.
Okay it is obvousily flawed when I have layed it out like that, since they would proberly starve before they planted their first crop. They would consume some left over food from another farm in the mentime, of course. It also may take a little longer then a few weeks to grow the crop, etc,ect.
If I gave you the full scope of it I would have to draw up a massive distribution diagram, with a load of charts and spreadsheets. I would not have the time; think how long it would take to put down every single job.
However it gives you an example of how it goes. They see a need and they fill it. When the demand outways the production they will put all they can into the problem. If that means giving them the Chy'var equivlent of a combine harvester in order to make sure things go as quickly as possible they will. And if thats not enoght they will take people out of a 'over populated' job sector,send them to their new posting and retrain them on the job.
And no this does not need managing; i would have though that they are fully capible enoght to write down that they need more people and this call could be sent to ever cornor of their empire. Even if one or two decide to pick up the call from each world then by they time they reach the location their will atleast a good few dozen of them.
They are self managing ;D

however their lack of imagination means that they tend to beileve in what they can see and touch.
I beileve I have made sufficant backings to why they can wallow in a lack of creativity. Once you see the 200 Thousand year gap from iron age to industrlisation you'll understand that even in their ignorance they will sometimes happen on something usfull. Thats all they do, sit back and watch the world. Their like Sir Isaac Newton; it won't occur to them that gravity exists untill the apple falls to the ground. Once they see this then they go ahead full steam trying to explain it, but will hold off untill they get all their fact in before giving creadence to this invisable force.
'Falling on their swords' does not actually mean using swords, its just an expression. As i said they use whatever is about, be it a large rock or a cliff.
They do have weapons now, but very primative and basic. They do actully have swords and a few projectile weapon but these are little more then replicas of what they have stolen from other cultures.
And they did meet Orks; it was their 'first contact'
it had a profound effect on them. It was one of those things they did actully have to have a giagantic discussion on. I am thinking it took them a few decades to sort this out, but the result was that they became isolationistic and begin putting together an armed force.
I have mainly saved these bits for the warfare and timeline sections next which will expand on this more.
