I'm giving this a shot, and if it's completely incoherent or if I bring your mom into it, just shut me up. Until then, let's get our feet wet.
Time must be defined before it can be navigated. Time therefore can be either linear (past, present, future) or aggregate (now).
The Imperium, using years and dates as such obviously defines time as we do today, a linear course with a beginning and an end. Moving along this timeline (literally) is simply a matter of semantics, and is openly possible to travel back or forwards in time.
I have not read any fluff that would imply that time travel is a controllable entity, meaning that the Imperium has yet to get past this conversation.
However, the Warp does provide some interesting opprotunities for time travel. In this sense, the easiest way to explain such travel would be that time in the Warp operates differently than it does in our universe. A possible example would be the aggregate time of now, with now future or past (similar to the Catholic invisionment of g-d).
I can't properly illustrate what I mean, so let's hope I can find the words. If the Warp is represented as one point, and the Universe is represented as a line, then it should be possible to travel from one instance on the line through the Warp 'point' and out to some other insance. This would take considerable resources simply to predict and control travel, but would make it very possible.

First off, welcome to the board. Let's hope that this thread is a sign that you're willing to get your feet wet, as it were, with the various abstract threads on the board. Heck, we could do with a bit more of that!
As to your thread, are you aware of the Theory of Uigebealach of the eldar which defines a node within the Webway where time turns backward?

No, I wasn't aware. I've never been one for eldar fluff myself...just a bunch of space elves if you ask me =) If you point me in the right direction, I'll definately take that into account.
Are there any references to time travel outside of an eldar myth?
