Lately I've seen a few of the 'founders' expressing disappointment with the lack of participating around these parts.
So, what needs to be done?
In my opinion, people need to be told. Previously we've been just welcoming people in and letting them do their own thing.
But this doesn't seem to work too well; as nothing much is getting done in the grand scheme of things.
So; should we delegate? Advertise a number of positions or tasks to be accomplished and invite people to take them on?

It's good to see someone besides the mods bring this up!!
How exactly do you imagine this would be done? Really, all we can do is tell people how this works, and then let them look for a concept or location that tickles their fancy. Or do you propose that all new members are obliged to create one world?

Be a bit more forceful, basically.
Decide what the Project needs using polls and whatever, post an 'ad' as it were for a job that needs doing, and once someone commits to it they can either finish it or bugger off and do something else. Of course, buggerin' orf would not be seen as a constructive activity...

I dont think you should force them to do anything, this is something we do for fun, they should participate as much as they want to... Some people want to create worlds, others want to create some fluff, or some armies... I dont mind creating a world, but I really suck at physics, and weather stuff so I dont get jack *%$# about humidity levels and all that, and atmostphere stuff...I suck at that

Telling people to bugger off if they don't finish the job fast enough might be a bit extreme, and might end up with things getting done slower rather than faster. I do think we should lean a bit more to the direction you're proposing though. Right now there are 36 members on this forum. Of people who are actually contributing, I can think of Kage, zholud, Minister, myself, you (Sojourner), Malika, Verm1s and Zidagar Dinoman. That's.... not 36.
Oh, and Malika, you don't need to know diddely about physics and weather stuff. Look at me, I chose micro and macro economy instead of physics, maths, biology, chemistry or sociology in high school. I'd like to think I'm doing alright in the project still. And when there's something I know nothing about, I ask our science ner- eh, people.
Really, all you need to know is how to add and multiply. Oh, and you do need some imagination, I suppose.

Only partly. You still get to choose if it's a factory world, feudal world, death world, etc. You also get to modify population, government, law level, etc.

Ultimately the "buck stops here", to make a rather dubious quote. This means that the ultimate decision lies with me. But I'm rather fond that the project grows beyond my singular interpretation. This is I open up such debates as, say, the current 'setting date' of the ASP. When you see "Thus sayeth the law" that is when you know that I, as project leader, has laid their foot down. As it were. At that point it becomes a discussion with Project Managers. They can dissuade me, but I still have veto powers... What is the lesson here? If there is a point that you feel must be made, the make it. If that point is the lack of 'leadership', then I would suggest that it is not probably an area that you wish to go down, not becaused you'll get shouted at however... <sigh> Kage

Sojourner's main point, I believe, was that he feels we need to be more demanding on our members, and more "selective", if you will.
A while back, you decided that we would wait and see to decide whether we wanted to make the world creation obligatory for all members, except artists, web designers and special guests. Are you still undecided?

Perhaps the Meksum subsector, since you've already got so many plans related to that? Here, here! ;D Just think up the idea for the world and I’ll search one suitable for you... is it hot/cold, its gravity, quirks? But note, you’ll roll the rest of dice
