Maybe the Unibians supply the basic seeds in order to make these drugs. Or they sold the technology on how to make these drugs.

Most likely they do the third thing - sell specially affected seeds or ready-to-use blackbox machinery (or both) which allows them to have semi-regular trade with Meksumians instead of one-time technology transfer. But another question - what is Meksumians' payment for those drugs?

That was still soemthing I had to work on, I have to find a motivation for these Unibians to trade with the Imperium. Maybe the Imperium supplies them with raw materials, which the Unibians would sell to somebody else later (ironically probably to the enemies of the Imperium)
Maybe the Imperium supplies the Unibians with slaves/test-subject for the drugs: these are criminals who are not sentenced to death.
Luxury goods: jewels, fancy clothes, you name it, the Imperium creates those things too, maybe the Unibians want those.
Technology: The Unibians might want Imperial technology, well not the tech itself, the end product, stuff like weapons, vehicles, engines, parts for ships.

It would be interesting if the Unibians actually didn't have as advanced military technology as the Imperium. Most alien races seem to have at least equally advanced technology. Jewlery, clothes, minerals, all these things would have value for a race of traders. If not for themselves, then they could always trade it with other alien races.
I can also appreciate the irony in pirates buying weapons produced on Meksum from Unibians to use against Meksum trade ships... ;D Cool idea...
Selling the Imperium drugs in trade for test subjects for drugs seems purposeless though, at least on a large scale.

Well, the Imperium giving slaves in return for drugs...
The slaves would not all be used for experimentation, other might become workers, assistants, personal play things.
The Unibians might sell the humans to another buyer: I can imagine a Kasachidur hunter being interested in some strong humans to fight in his arena. Or an Ork Boss who likes some oomie playthings.

That raises a rather interesting question, actually... what is Imperial policy on slave trade? I'm sure that many worlds in the Imperium at least use slaves locally, but would the Imperium allow slave trade on an interstellar level? I'd start a new thread about this in the Meta forum, but I just can't be bothered at the moment. Hope someone sees this

That raises a rather interesting question, actually... what is Imperial policy on slave trade? If you believe to Soul Drinker novel then there are at least sector wide slave trade, despite the victims are originally called heretics and/or mutants, but while they are human beings which are sold and bought they are slaves.
