I decided to try and come up with technologies that would be found on a ‘typical’ Eldar Colony World. These are only suggestions and I haven’t begun the process of ‘translating’ them into the GURPS format (like the Soleus etc).
Civilian Technologies.
Taking into consideration the advanced nature of the Eldar technology, here are a few ideas for basic civil uses of the technology.
Medical uses: These could take the form of regeneration vats or similar concepts were an injury is encouraged to grow at an accelerated rate thereby reducing the recovery period of the Eldar.
Communication: Taking the mode of communication found on a craftworld (psychic messages transmitted through the wraithbone skeleton of the craftworld). The prospect of planet to ship communication could be tackled in the same way, though the absence of a psychically receptive medium (wraithbone) could prove problematic.
Environmental control systems: These would be used artificially regulate the planet’s climate creating a more pleasant environment to settle.
Military Technologies.
This would be an in-depth look at the technologies used by the Eldar in the wargame (Falcons, wraithbone armour, basic weapons etc), so require little explanation here.

I've got the sneaky suspicion that it is the latter but I'll leave it here for the moment. This basically sounds like the Chrysalis Machine (TL13) which functions in the same way, essentially, as the 'regeneration machine' out of Fifth Element (the one that re-creates Lilu!). I've felt that this is a tad too high-tech for the eldar, even though I did use it as an ancient piece of their technology in the Children of the Empire RPG campaign that I had planned. (And which subsequently became the notorious "Civil War" thread on Portent.) Related to this, however, is the modelling of eldar 'psionics'. There are a number of interesting technologies in GURPS Psionics which includes a 'crystal healing rings' which would be perfect for the eldar. But at the moment I use 'magic' to represent psykers and, as such, this kind of activity would be represent by 'healers' on the Path of the Seer as well as more mundane medical technologies... It's one of those situations where I'm personally torn. Psionics, Magic or Psionics and Magic... Otherwise 'psychic' messages would be possible in the same way that the Astropathic Network functions... the ony limit there is the amount of information that can be feasibly be transmitted. Remembering that the chances are that the planet is a maiden world... But yes, weather control would likely be in evidence.
