Sorry for the delays... bit on the depressed side at the moment since I've just broken up with the girlfriend.
Remember that the process of the ASP allows for the change of a star if absolutely no other possibility allows for a world to be present. The original premise of the ASP was to create the star types, then define the subsector position by simple statistics... the greatest cluster of G/K-class stars would be a subsector. But the rush to get the subsectors up prevented this.
It is for this reason and only this that I will allow a change of star-type if no other option is present.
TTL-C (13) is still quite high...

Increased partial pressure isn't a problem, IIRC, as long as the percentage of oxygen in the atmosphere is decreased slightly...
Remember that there is lattitude in the definition of law dependent on who did the analysis. The number could be an average of the tribal level of organisation and the more strict level maintained by local authorities or the adeptus arbites or something else entirely... It is in this lattitude of description that the project has part of it's power. Definition does not prevent interpretation, despite this being levvied against the project.
How they are run would be entirely depending upon why this is a 'captive government' and why the adeptus terra is in charge...
For a developed world such as Anargo it wouldn't be that uncommon... but I think another explanation is required here.
I'm trying to remember whether this is a TTL or a GTL... a TL10 in GTL terms is the maximum possible for the adeptus mechanicus and so would not be present. In terms of TTL it would imply a much lower TL, which would be appropriate.

Yes, that is the question. In Traveller these worlds are mentioned since they are sources of unrefined fuel. This is still up for grabs in the ASP at the moment.
Who did this. Given the current conditions of the world this is an important consideration.
