Planet description Nagoma is a beautiful, if inhospitable water world. Its dense atmosphere and water were heavily polluted in the first millennia following the world’s colonization, and it is impossible for humans to venture outside without protective wear. Were it not for this, Nagoma would have made an excellent location for tourism and holiday cruise-industry. Nagoma’s seas have been successfully terraformed, and are home to many imported aquatic races from all over the galaxy. Its seas are also dotted with huge ice bergs from either hemisphere, as most of Nagoma is actually well below zero degrees for most of its short year.
The world has only one sizeable landmass, a large and densely populated island called Nagai, which is controlled by the planet’s Overlord and Commander. The world also has four archipelagoes in the vicinity of Nagai, which are governed by the overlord’s princes. The cities of Nagoma are worlds of their own, with the poorest citizens living in small, white apartment buildings by the sea, working on fishing boats or in the factories, and with wealthier citizens living in beautiful villas on the higher regions of the islands, and the Overlords and Princes enjoying a life in their palace which is always on the highest land of the island.
The things that most people remember from Nagoma are its famous sunrises, colouring all the white buildings a warm pink, the cries of silver gulls, the perfect gardens and tidy streets, and the fantastic palaces, surrounded by high walls upon which the famous Honour Guard stand ever vigilant in their ornate suits of armour.
Government Nagoma’s government has a three-way division of authority, with a legislative branch, a judicial branch and an executive branch. Starting with the latter, the executive branch is chosen from the world’s middle class and aristocracy, the populace that enjoys life within the Inner cities of Nagoma’s islands. The judicial branch chooses Judges from graduates at the Nagoman law schools, which are in theory open to all applicants. In reality though, only the wealthiest aristocrats can afford this education, and it is thus almost unheard of for the lower classes to enter law school. The legislative branch consists of the Nagoman Overlord and Imperial Commander, and his family and advisors.
The title of Overlord and Imperial Commander of Nagoma is strictly hereditary and has been passed down between males in the Murak family for two millennia, ever since the former regent family was assassinated in a civil war. The authority of the Overlord on Nagoma is limitless, with the exception of a few locally present Imperial organisations such as the Adeptus Arbites. The Overlord typically has his sons, brothers or other male relatives as Princes, who are each given lordship of one of the planet’s archipelagoes. With the crowning of a new Overlord, these archipelagoes are given new Princes by the discretion of the new Overlord.
Religion The Ecclessiarchy has a relatively strong presence on Nagoma, and its many shrines are extensively decorated by the government, both in wealthy and poor regions. These shrines are greatly respected by the populace, also in the poor regions that suffer from crime, but this is partly because of the heavily armed guards employed by the government to uphold the sanctity of the shrines. Still, the Ecclessiarchy enjoys much devotion from the lower classes of Nagoma, as it recruits its preachers, priests and even confessors from the lower classes as much as the planet’s aristocracy. The Emperor, after all, judges a man by his faith and not his titles. This has led many of the lower class population to seek to the Ecclessiarchy for ways to protect themselves and their family and community from the Overlord and his government, and there have been a few notable clashes between the Ecclessiarchy and the aristocracy of Nagoma based on social class. Typically though, the members of the Ecclessiarchy are greatly respected by the aristocracy, and it is broadly considered shameful to speak against them.

Society and Law The islands and archipelagoes of Nagoma are divided into several regions of three different types. First, there are Citadels, where the Overlord and his family and most respected friends and officials (such as PDF generals, important members of the Ecclessiarchy, and Judges from the highest councils of the judicial branch) reside. These citadels are extremely well-protected by the PDF Honour Guard, and are known throughout the sector for their beauty. Outside the Citadels, there are the Civic regions, where the middle class reside and where the commercial sectors are located. It is from these regions that the police and government recruit, and though the middle class citizens enjoy no direct bonds with the Overlord, they are considerably more privileged than the lower classes in most regards. Compared to the middle class of many Imperial worlds, the citizens of the Civic regions on Nagoma are quite wealthy and enjoy a high technology level and welfare. The poorest and most densely populated regions are simply known as the Lower regions, and are quite literally the lowest regions of the islands in that they are closest to the sea. The level of wealth varies somewhat in these regions, but most citizens there are quite poor, with whole families living in apartments of two or three rooms. In the Lower regions, most citizens work as fishermen, hydro-farmers or industrial workers, with some of the more fortunate and wealthy citizens working in commercial centers of the Lower regions. Not all of Nagoma’s population enjoys a life on land however. As with most other water worlds, land is a precious resource on Nagoma, and many are forced to make their living on the open sea as a result of poverty, lawlessness or family exile. It is estimated that seven and a half million people live at sea, the majority of which live on great City-ships. These city-ships can home as many as several tens of thousands, and are usually completely independent from the population on land. Though the living conditions of the sea people are often just as good as those in the Lower regions on land, life at sea can be quite hazardous on Nagoma, as the seas are almost completely lawless. War between single ships, or even convoys or entire city-ships is known to happen, and hundreds are murdered at sea every day. Armed with anything from ballistae and catapults on sail- or steam-driven boats to automatic cannons and torpedoes on greater ships, depending on their size and age, the seafarers consider war a matter of survival, and ethics do not enter into it.
On land however, Nagoma has a considerably high level of law, upheld by the Overlord’s Enforcers. Weapons are especially strictly regulated, with any kind of ballistic weapon strictly prohibited, and blade weapons allowed only for the Middle class, usually in the form of hereditary ceremonial daggers and swords. Criminals are usually punished hard by both the Enforces and the Judges of Nagoma, but death sentences are surprisingly rare on this world. Instead, exile to the sea is a more common punishment, and such exile can often be requested by a family who feel that one of their members have brought shame to them through spoken disrespect, or acts such as adultery. The people who are exiled are given nothing but a small and simple sailboat, without any food, water or clothes. Those who do not have survival equipment of their own and who are not (un)fortunate enough to be picked up by the lawless seafarers usually die within days. Both trade and personal freedom are areas that are not highly regulated by law within each class, but the distinction between classes is paramount. It is completely forbidden for anyone from one class to venture in a region of higher class, for example, unless given an official invitation. Also, the middle class enjoys many privileges when trading with the lower class, as the Citadel citizens do when trading with the middle class.
Nagoma is a world that has little contact with the rest of the Imperium for great periods of time, and as a result, it has developed a few unique customs worthy of note. As with many feudal worlds, there are strict codes for appearance, eating habits, and family practices. For example, all children shave their heads until they reach sexual maturity. When approaching old age (fifty or sixty years), it is considered shameful to cut your hair, and old people will often have very long hair tied in knots, and males will have long beards. The nobility will often refrain from cutting their hair for years or decades. Another unusual custom on Nagoma, is that children are not allowed to eat outside their own home, and girls are sometimes disallowed to do so before they are married. The nobility of Nagoma are similarly never seen eating or drinking in public. As for family practices, Nagoma is known to name its children after great local heroes, such as past or present Overlords, or heroes of the Imperial Navy that were born on Nagoma. Another family practice on Nagoma that is quite uncommon on civilized worlds, is that married couples cannot be divorced, and that it is impossible to remarry even if one has been widowed. A common phenomenon on Nagoma has thus been that some young women marry men who wish to join the Navy. Upon joining the Navy, the men and their families can be brought from the Lower regions to the Civic regions, and so many wives have married their husbands simply as a way to a better life.
Technology Nagoma has a general technology level which is somewhat lower than on most civilized Imperial worlds. Obviously, the nobility and middle class enjoy a much higher level of technology than the lower classes, and the Citadels contain some of the most advanced technology the Imperium has to offer. The technology level at the lawless sea varies tremendously, from simple sailboats with only a few post-black powder artifacts, to great city ships with nuclear reactors and advanced weapon systems. Compared to most high tech civilized worlds, Nagoma has a rather low level of technology in such areas as energy, communication, mechanical automation, land transport and heavy military technology. On the other hand, Nagoma is known for its high medical and environmental technology level as well as advanced air transports and military fighters and bomber jets.
Trade and Tithes Nagoma does relatively little trade with neighbouring Imperial worlds, only exporting some fish and medical supplies in mentionable amounts, and importing some food, machinery and weapons. Given the Tithe grade Exactis Tertius, which is quite low for a civilized world, Nagoma pays its tithes mostly in form of said fish and medical supplies, but also supports the Imperium with one valuable resource; men and women for the Imperial navy. Every ten years, the Imperium comes to collect its tithes, and the Overlord of Nagoma imposes global peace for one hundred days standard. During this time, the locals will receive off world goods and various governmental favours in exchange for whatever they have for trade. This is also the traditional time for the seafarers to contribute men to the Nagoma PDF, competing for the chance to enjoy the more cultured life in exchange for military service. The planet is alive with celebration in the form of parades, common drinking, and fighting games in arenas where contestants fight to join the PDF, the Imperial Navy or even the Overlord’s Honour Guard. During these hundred days of peaceful trade and celebration, known as the Gathering, the seafarers will often come to trade food and whatever artifacts of value they can scavenge at sea for various equipment needed for maintenance of their ships, new clothes, and even to buy weapons from off-worlders. Of course, purchasing weapons is highly illegal, but the government turns a blind eye to this as it stimulates war at sea, which in turn keeps the seafarers from growing too powerful, and also makes good recruits of the seafarers, which can be used to pay the tithes to the Imperium.
Physiology With the outdoors being dangerous because of the tainted atmosphere, the nobility prefer to stay indoors, and thus it is considered a fine thing to be pale. Typically, the nobility and the most self-aggrandizing of the middle class will use white powder and make-up in their face. The lower class on the other hand, are often forced to spend time outside, wearing protective rebreather masks and sometimes protective goggles, and are usually characterized by a more golden skin. Because of a slightly low gravity, the people of Nagoma are typically somewhat taller than the average Imperial citizen, without suffering from any special gravity-trauma when visiting other worlds with a higher gravity or boarding Navy ships with a standard Terran gravity. The common hair colour on Nagoma is black, and brown eyes are also common. The nobility often go to lengths to bleak or colour their hair and even eye colour to differ from the typical appearance of the lower and middle class.
Psychology The Nagomans are extremely concerned with their own honour and the honour of their families, and are often ridiculed by off-worlders for this very fact. To bring shame to ones family is the worst nightmare of any Nagoman, and as a result, many will willingly choose exile over disgracing their relatives and friends. Following the lack of contact with other Imperial worlds, Nagomans are typically quite mistrusting of off-worlders, but are always polite and correct. Many off-worlders will think the Nagomans naïve and even stupid for this fact, failing to see past the many smiles and bows.

Language and Dialect The lack of education in the lower classes has caused language in the Lower regions and at sea to deteriorate, and these people no longer speak a recognizable form of Low Gothic. The nobility and middle class however, pride themselves on speaking perfect Low Gothic and even High Gothic in formal situations.
Planetary Defense Force The Nagomans are a quite militant people, and will happily lay down their lives in service of their home world. The Nagoma PDF can be divided into four divisions; the Island Guard, the Air Force, the Orbital Guard and the Honour Guard. Together, these four divisions number almost one and a half million men and women. The Island Guard are responsible for land-based defense of the island Nagai and the world’s archipelagoes. Controlling huge heavily armoured fortresses with great artillery batteries and large military sea ships, the Island Guard was founded mostly to deal with threats from the seafarers. Almost a third of the Nagoma PDF serve in the Island Guard The Air Force is a small but powerful division of the Nagoma PDF. Using high-tech fighter and bomber jets, the Nagoma Air Force is vital in controlling the lawless seafarers as well as being an important part of the planetary defence directed at invasion from the stars. The Orbital Guard is the largest division of the four, and is responsible for operating orbital batteries that defend the planet from threats in orbit. Controlling ancient laser weapon batteries and missile silos, the Orbital Guard of Nagoma is proud to be one of the best equipped orbital defence forces in the sector. The Orbital Guard also controls a total of six orbital platforms with lance and torpedo armament. These expensive orbital platforms were partly funded by the Imperium by request of the Murak family, who claimed that they were absolutely vital for trade with other Imperial systems. In reality though, the orbital platforms armed with lances were perfect for controlling the increasingly powerful city-ships of the seafarers, as the weapons could be brought to bear on these huge vessels should they come too close to the island Nagai or the archipelagoes. Last and smallest of the PDF divisions of Nagoma, is the Honour Guard. Numbering only in the thousands, the Honour Guard is given the glorious task of protecting the Overlord and his citadels. Armed with the finest weaponry for combat in close quarters and wearing ornate armour, each member of the Honour Guard is a local hero and a great warrior.
History Nagoma is an ancient Imperial world, and was conquered by the Imperium during the Great Crusade. At that time, Nagoma was decaying and unable to feed its entire population. When the human empire had collapsed, during the Age of Strife, Nagoma found itself cut off from allied worlds that provided food in exchange for industrial goods and medicine, because of interstellar war and terrible warp storms. With their planet heavily polluted and their seas only bearing single cellular life, the Nagomans faced starvation. The industry was quickly rebuilt to meet this new challenge, but as the years passed, the Nagoman government drew its labour away from its industries and towards agriculture and research. After many hard centuries of hunger and civil war caused by uneven distribution of food, Nagoma went from being a wealthy industrial world to a poor world of fishermen and peasants. Still, the Nagomans learned much from these years of hardship, and acquired much invaluable knowledge about environmental control, terraforming and all their research in biology only improved their substantial knowledge of medicine. When the Imperial Armies reached Nagoma during the Great Crusade, the Nagoman nobles were reluctant to submit to the Emperor as their new ruler, and warned that they would fire at any Imperial vessel that tried to make planetfall. The Imperial Armies did not waste time with lengthy negotiations, and after mere weeks of combat, the planet was claimed in the name of the Emperor and included in the newly founded Anargo sector. When Nagoma was made an Imperial world, the Imperium and Adeptus Mechanicus were quick to help rebuild the world. Bringing aquatic life forms from all over the galaxy, the Tech Priests aided the Nagomans in terraforming the vast seas of the planet, a process that would take millennia of hard work. Importing food from other Imperial worlds, Nagoma was able to rebuild its industry and divert labour to rebuilding the world’s planetary defenses according to the Emperor’s demands. Nagoma suffered its first major attack from aliens in 501.M34 when Dark Eldar raiders descended upon the world completely without warning. Though Nagoma’s planetary defenses had been rebuilt, they were still overwhelmed by the ferocity of the Dark Eldar. Having crippled the planetary defenses, the Dark Eldar sent small forces to the surface, who began attacking the Nagoman cities, making no difference between soldiers and civilians. Tens and sometimes hundreds of thousands were slaughtered every night as the Dark Eldar pillaged and burned, careful not to engage in large battles as they were looking for live slaves and also the joy of hunting the defenseless humans who hid in sewers, abandoned factories and anywhere else to escape the aliens. After weeks of nightmarish carnage and slaughter, reinforcements from other worlds in the sector began to arrive. In their eager to avenge the dead civilians though, the Imperial Navy ships destroyed many of the Dark Eldar ships before the aliens on the surface of Nagoma could escape. Stranded on the human world, the Dark Eldar did what they could to delay their deaths and enjoy what was left of their life, and a long and costly guerrilla war in the cities of Nagoma ensued. By the time the last Dark Eldar had been killed, close to half of the Nagoman population had been killed. Of the thousands of the world’s Honour Guard, only a handful remained, as the other had given their lives defending the palace and their people. The Honour Guard of Nagoma has been known for its quality ever since, its soldiers lauded by the Nagoman populace as heroes, and with important characters such as Rogue Traders and Inquisitors requesting members of the Honour Guard on their missions. The following millennia of Nagoman history were rather uneventful, apart from the slowly growing number of exiled seafarers and the increasingly violence at sea. The planet had only a minor involvement in the Anargo sector civil wars in the Age of Apostasy, and has suffered only a few further attacks from aliens and other enemies.

As soon as the first star-ports were built on Nagoma, ships were sent to the gas giant Kiara to start production of fuel and mining of the gas giant's moons. After many millennia of mining, most of the moons have been stripped of high value minerals, and in M41 only a few mining installations are still in activity, with a lot of the moons being covered by abandoned mines and habitats. Some of the mines on these moons were actually abandoned in quite a hurry, rumoured to be haunted by ghosts and evil spirits, and in later years, these moons have always attracted scavengers who look for treasures in the abandoned mines. Over the millennia, the abandoned moons of Kiara have also been used as strongholds for pirate bands and other outlaws from time to time.

Saporo is currently the main source of fuel for the Nagoma system. Though the system does not produce enough fuel to actually export to other systems, it is quite self-sufficient. In addition to producing fuel, Saporo also has valuable minerals hidden within its seven satelites, which are populated by five hundred thousand Nagoman miners.

Donata is totally untouched by the Imperium, as its moons do not appear to have any minerals not present in the moons of Saporo. While there are still many valuable minerals closer to Nagoma, there is no reason for miners to travel to the distant Donata.

The small gas giant Lau has only one small satelite, an asteroid less than a kilometer in diameter. On this tiny asteroid, a much larger monitor station has been built to detect incoming ships, space hulks and other potential threats. The monitor station also has a small pool of scout ships which perform patrols and investigate drifting hulks and other objects of interest.
