Over the last 3 years, rumours have come in from a score of worlds across the sector of an anti-Imperial group calling themselves "The Blades of Liberty". They are led by an individual known simply as "The Wolf" making blasphemous statements, and formenting unrest at every turn.
Rumours: A group is operating across the entire sector. They are wandering heros, leading small bands against the forces of injustice and repression. They act against corrupt Imperial officials and alien attackers, protecting the weak, robbing from the rich and giving to the poor. Where they act, they gain much popular support from the local populace.
To the Imperial government, they are dangerous heretics, weakening the bastions of Imperial control. Their loud cries for freedom would see the Imperium weakened to the point where it could not effectively defend itself against the various enemies that would bring it down.
More detailed info: The Inquisiton and Administration have both received information that these heretics are led by an individual claiming to be a Sensei, a mortal descendent of the Emperor. The Administratum and Eccleshiarchy have tried to squash these rumours, since they are clearly impossible claims. The rumours continue to surface though, spread wherever the heretics are encountered.
Inquisitor Vogel, of the Ordo Hereticus has made it his special task to hunt them down, and is currently trying to insinuate agents into their company. As yet he has been unsuccessful.
Secret info: The Wolf is in fact Malagore, once a Captain in the Thousand Sons legion, and now a Sorcerer-Champion of Tzeentch. His claims to be a descendent of the Emperor are true ... from a certain point of view. His anti-Imperial rhetoric is heartfelt, for with freedom from Imperial rule, he feels there would be much more intrigue and change, and hence more power for Tzeentch.
He operates from a hidden base within the Vortex sector asteroid field, hidden behind barriers and defenses natural, technological and psychic.
The groups that he sets up and leads, under a variety of identities, do not know of his true alleigance, and see him only as one intensely dedicated to freedom and justice.

They sound a bit too powerful...and pretty much the same as any anti-Imperial group..ever...

Sojourner, it would be most helpful if you could elaborate a bit What makes them too powerful in your mind, and how do you suggest that we can fix this without ruining the idea? D, I think it's cool as long as we don't make the hidden base too powerful, with fantastic plasma batteries, dozens of shields, cloaking fields, etc. I'm not sure Malagore would even need a base, as such. He would spend most of his time wandering around, anyway, and would get anything he needed from the local population that support him, I imagine. Why is Malagore doing this though? Is it to be more powerful himself, or is it part of some great scheme for destroying the Imperium? Or both? If he's hoping this will help in the war against the Imperium though, one would think he was waiting for a cavalry of some kind. Will the Thousand Sons legion strike once the Anargo sector has been sufficiently weakened? Quite unlikely, if you ask me, since it'll be long before the Thousand Sons can make it to the Anargo sector, if ever. So what are his hopes?

What about him being one of the many rivals of Arhriman (sp?).
Maybe Malagore joined Ahriman in his exile, but later on he went his own way, trying to gain power, and trying to become more powerfull that Ahriman and Magus, trying to control Chaos (which is something the Thousand Sons were kinda after right?).
And now Malagore is here, in the Anargo Sector, looking for some way to increase his power: slaves, souls, maybe some fancy artifact he heard rumours about.

We're talking about at most a few score individuals, scooting about the sector. Of course, with gossip and stories being what they are, their numbers have been magnified into hundreds, with dozens of ships D, I think it's cool as long as we don't make the hidden base too powerful, with fantastic plasma batteries, dozens of shields, cloaking fields, etc. I'm not sure Malagore would even need a base, as such. He would spend most of his time wandering around, anyway, and would get anything he needed from the local population that support him, I imagine. True. Rather than one big base he could have little bolt holes in most sectors. I still think he'd have on hidden retreat in the Vortex that no one else knew about ... where he could work his most secret stuff. Defenses would probably be more towards misguiding and disception than banks of weapons and shields. Maybe some psychic field that creates a growing sense of unease in anyone who gets close to it. Why is Malagore doing this though? Is it to be more powerful himself, or is it part of some great scheme for destroying the Imperium? Or both? Well i think him having taken a few ships out and around his base having slaughtered the crews and then made them hulks left to drift near the base.
He would of course set it up like some freak accident.
Simple rumours would be enough to most away and the few who do go in looking for riches etc. could easilly be taken care of by a few Well trained Chaos Mercs.
And with any psycic aura of unease and burned out hulks around you would be enough to creep out pretty much anyone bar Inquisitors with "Blanks" in their cotorie

not exactly 40k is it? what i mean is that the 40k universe is founded in shades of gray and there is no white shining heros just varis levels of gulit perhaps an alteria motive hinted at some how thogh there actions there litte bit to good for my liking

First up, the Sensei are fairly clear cut 'good guys'. Unless you have the Realm of Chaos books though you're unlikely to know about them. In this case, we have a Champion of Tzeentch pretending to be a Sensei, and his rhetoric of freedom simply means a lack of Imperial control. I don't see how this is good. He may be doing good deeds, or inspiring his followers to, but that is incidental to his plans to weaken Imperial control.

Yeah he's preaching Equality and freedom which will generally lead to social differences coming to the fore and creating a general lack of cohesiveness in the sector.

As have been noted, we should know the truth both from an omniscient point of view and for the Imperial intelligence / ASP visitor. Since he's working on such a large area, it's very unlikely that he's trying to build up an empire for himself. The way to go if you want that is usually just focussing on one world, or a system. Since he's doing this thing in several different sectors, it sounds like he's doing the work of his master, whoever that is. Or maybe he's looking for something. Or both.

Why isn't he fighting alongside his Thousand Son brethren in the Cadian sector instead? Should be more entertaining for a Chaos Space Marine who lives only for carnage and bloodshed, no?

He was talked to by Tzeentch itself telling him wander around this sector and cause trouble and to look for signs of its will.
Heck I'm certain Tzeentch followers would walk around aimlessly in circles touching their nose if Tzeentch said it was part of its Grand Scheme

For getting around, one or two small ships, maybe light freighters, or pleasure yachts ... small and fast is what we're looking for here. Numbers .... maybe a score of people operating in each system? Why do you think he'd travel back and forth between sectors? A sector is a big place Different reasons ... appearing in more places forces the authorities to spread their resources thinner to find him. He'd want to be least visible in his base region, to give the authorities less reason to look there. Spreading out also allows him to 'network' further, stiring up more trouble over a wider area that the authorities have to deal with. Hmmm, that psychic field could be interesting. He could have a choir of linked psykers, creating this barrier of unease and worse. I was thinking maybe deamons, but that works too. Well, I'm sure you'll need to figure it out sooner or later. Just as soon as I figure it out myself ;D Do we have any strange artifacts floating about he could be looking for? Or doing it to make it look like he is. If you want to throw your enemies off, do something unexpected, to break whatever pattern they think you're establishing. It doesn't have to be anything to do with what you're doing .. but they have to wonder if it is, and act accordingly.
