High Gothic seems very much the 'imposed' language, but then again so too does 'Low Gothic'. In GW terms you've got "Ancient Human" and "Common/Trade Tongue". That you have divergent accents based off these isn't surprising and would depend on position and/or function.
For me it would be reasonable to assume that High Gothic and Low Gothic are still languages, while variations occur on every single world...
