Well, since heretic has disappeared from the project, I'm taking his planet back and making it the subsector capital, since a bird on my shoulder told me that Proteus can't be the subsector capital, since it's a forgeworld and all.
However, I feel that my work is needed in the Ork forum more than here, so I'm dependant on someone else being willing to take on the subsector capital for me. I'll still help out with my ideas and not-so-humble opinions, of course
Here's what the UWP stats say, and what I think of it.
C553A57-9 S Hi 524 Im 730
Starport C - Maybe up this to B, since its the subsector capital?
Size 5 – 8550 km. Kinda small. Terra is around 12800, I believe.
Atmosphere 5 – I'd like to see this modified to 6, maybe something like 0.85, thanks to millennia of terraforming.
Hydrosphere 3 – 26.5% Ahh, finally a world that's going to be pretty hot. The somewhat thin atmosphere might make winter nights pretty cold though. Still, we're likely to see some desert areas, I reckon.
Population A – Modified – 9 – I want 2,710,000,000 citizens, as I don't want this to be a hive world, since that would make it inhospitable thanks to all the pollution.
Law level 5 – Moderate law. Yes! Finally a world with a low law level. Personal concealable weapons prohibited.
Government 7 – Balkanisation, rival governments compete for control. I'm thinking that the Imperial Commander does not govern the individual governments of this world, but rather is only responsible for collecting tithes and making sure that the individual governments are doing what they should to uphold Imperial Standards (for the PDF, for example)
Tech level 9 – State of the art Imperial technology Well, at least as high as it goes for any non-AM world. This suggests a close relationship with Proteus, which fits nicely.
Navy scout base S – Befitting the subsector capital.
Population Multiplier 5 - Yep...
Planetoid belts 2 – Wohoo! Maybe yet another mining world...? Except that Kage said that other planets can't have a higher resource value than the main world, and this world is pretty poor, so... basically just a couple of rocks. Maybe research stations, listening posts or something else. I dunno...
Gas giants 4 – That’s a lot, but ah well.
Life value 7 – Teaming ecosystem, with native herbivores and predators. This will make it difficult to introduce alien (read: Terran) lifeforms, but since the Imperium has been here for ten millennia, I think we can work something out, if needed.
Resource value 3 – Poor on resources, but enough to support local wildlife. Dependant on mining worlds for minerals and such. Which works out well...
Export code 0 – I dunno what to make of this… no export? This can be modified at will, at any rate.
I don't really have a detailed concept for this planet, which means that anyone who wants to help out will have pretty free hands.
I do have some thoughts though;
I am of course open for suggestions that point in other directions, and I can change my mind if anyone has other cool ideas.
So... I'll wait for someone to pick up this gauntlet... ;D

I do have some thoughts though;
- I want this planet to supply the sector with some well-equipped Imperial Guard regiments, complete with armoured support and everything. That means the world will have some pretty good industry.
- I want the world to have seen some Dark Eldar activity in its system, and maybe even on the world itself, both in the past and in recent years, letting me have the Xeno Fighter: Eldar doctrine for its IG regiments
