Perhaps we should actually begin thinking about the actual 'structure' of the system within the Heart of Anargo within which the Necrons reside. It is going to react fairly intimiately with the "Heart of Anargo" thread in Meta, so you might want to check that out...
But does anyone fancy taking up the construction of this world, which some would see as rather important? I would say that it should be Zoom, but like Minister and Zholud that seat seems to be empty at the moment...

The major question is will the world be in one of the fragments or is it going to be in "real space" within the Heart of the Sector? If it is in a fragment, the question then becomes what are the rules of that reality...or how close to our own reality is it?
I know that we have been arguing such things as Necron sentience. With regards to the actual 40k universe, I don't think it can be answered one way or the other, but perhaps such things can find an answer..at least as they relate to the Necrons trapped in the Heart of the sector.
BTW was there ever any definitive answer reached as to whether your average Necron Warrior is sentient?

As far as I was aware, the Necron tomb world was almost by definition of the whole Heart phenomenon to be in one of the fragments or, indeed, kept 'separate' by the operation of said fragments in conjunction.
As to Necron sentience? No idea. There is very little vision or scope behind the GW Necrons only image, hence you get all the conflicting bits of 'fluff'.
