IIRC - Kolkhoz is stated as being an agri-world in its UWP, and then also gives a population over being higher than the 1m you gave. Of course don’t take everything I or GW said so directly. The population may be slightly higher than 1mn. After all otherwise the world changes its status each time someone is born or dies. Those numbers are just guidelines. There are many other operations that an agriworld may under take besides food growing. Indeed Dazo mentions in the SR that Kolkhoz has large production facilities for food processing etc. So, Civilised will be ok in this case. I really can't see how only 1m people even with servitor assistance can fully operate an Imperial Agriworld. 2% of the US population are farmers and they even export crops. And the agri-policy of the US encourages lower output and ‘free’ lands. Thus I guess 1mn with tech are able to feed a hundred time more people…
