Again, perhaps it would be best to see this potential world in operation with the other worlds, ala following along with the premise of the "Mission Statement". Even with the temporary subsector maps it is becoming increasingly difficult to talk about the required composition of a subsector such that they become just small 'islands' of worlds. This is evident, from what I have been able to tell, in all the subsectors.
Thus, generally speaking one knows the direction of the 'ork empire' and therefore where the partially infested ork worlds are, where the various 'lines of defence' and 'buffer zones' are, along with the supply worlds, etc. Any 'hole' can be plugged rather than the separated approach that we are currently working with.
It would also be a good time for Sikkukkut to arrive back and integrate the story of the Cruciatine, etc.

You mentioned in the Fortress Worlds thread that Saylonia has a captive government, a colony of sorts.
Don't worry about this too much. Either it could be a 'colony' agriworld of FW1, which provides machinery and manpower etc, thus uinder their control.
Massil also has a captive government, I have evaded this by having the LMP ruling directly from Massil, totally in charge of the planet.
Be good to see what you do with it!

I've made them a Massilian colony actually, but this can easily change.
Basically it's heavily garrisoned because it has a fantastically productive biosphere and needs to be protected. There is also some Guard recruitment, given the fairly militaristic culture.

Alright then, I'll take that as the Word on this subject. I've increased the tech level to 5 as it seems H&E had a bit of a bender when generating it and gave it tech level 0.
The concept i'm looking at is a non-feral feral world, if that makes sense. They're rather backward in terms of technology but they're socially forward-thinking and, more importantly, aware of their place. The Administratum was uncharacteristically honest with them when it was reconquered so now they know much of how the Imperium functions, at least on the official level. Unfortunately, this has resulted in some political strife as they can't see why the Imperium isn't willing to give them a boost technologicaly and even goes as far as to suppress independent research somewhat. Literacy is discouraged except among the captive ruling and academic classes.

Imperial Amish...interesting...well maybe not the Amish...they reject tech rather than have none.
Sounds reasonable, why spend valuable resources trying to progress a world. That is populated by farm hands, that are worth little when defending their world.
As long as they meet their tithes they are left to get on with it.
