Location
In the star system 'Edrine', close to the Cruciatine corner of the Castellan subsector
Geography
69% water, one 'Pangaea' type landmass. Areas of the continent in the northern hemisphere are mostly temperate running to tundra at extreme north. Large areas in the southern hemisphere are desert or mountainous, there are also some temperate areas too.
Social and political structure
The world is nominally Imperial but independant in practice. Bribes and favours to high-placed Imperials combined with the strategic and economic unimportance of the world, plus its precarious position near the Ork empire, have ensured that official Imperial interest in Cararra is almost non-existant. Occasionally a Navy ship will turn up and demand that 'tithes' be paid, usually this demand is satisfied in the form of free supplies for the ship and whores for the crew...
The native population of 20 million is concentrated in several dozen rival city-states, about half live in the cities themselves while the rest work in the areas around the cities developed for agriculture or mining. The city-states are ruled by dynasties of despotic leaders who use the Imperial title 'Governor', though they have recieved no such appointment from the Imperium. Allegiances between the city-states shift constantly, though most Governors are concerned mainly with preserving the balance of power and so open warfare is rare. Conflict is confined to arranged battles or small-scale raids.
There is a technology base sufficient to produce chemical propellant weapons, combustion-engines, jet aircraft, vid-screens, etc. Knowledge of how to repair and maintain more advanced systems (such as the city Defence-Lasers) remains, but neither the knowledge nor the capacity to reproduce them exists.
Cararran society is rough and tough, almost all citizens go around their daily buisness armed with at least one gun. Law enforcement is largely confined to security companies that operate protection rackets, the official police force are little more than thugs who ensure that the interests of the Governor are looked after.
Cararra is notorious for its slave-markets.The independance of the world makes it ideal for this purpose, it serves as neutral ground for all manner of beings. Slavers from numerous races buy and sell slaves on this world, the most common of which are human slavers, Blood Axe Orks and Freebootaz, piratical Eldar of various kinds, and Imperial officials wanting to attain a cheap workforce 'off the books' or dispose of rebels, heretics and psykers without having to attract Inquisitorial attention by reporting their presence. Of note are regular purchases made by the infamous Blood Axe Ork 'Big-Doc Fugrutz', the self-styled 'Surjun-Genrul' to Warlord Morzkraga, who is extremely interested in trying to perfect bionik experiments on humans after seeing Servitors in action...
There is always a market for the slave trade as Cararran slave-merchants will always buy large numbers of slaves. They build up the physique of the slaves by working them hard in the farms, factories and mines and giving them regular doses of steroids. The slaves are then sold on at a greater price, mostly to buyers from off-world. Occasionally off-world traders will use Cararra as a spot to trade between each other, but most go through the native dealers.
Mercenary bands and pirates are also common visitors to this world thanks to its neutrality. Cararra has a reputation for being a haven to those operating outside of civilized space, so brigands-for-hire and potential employers know it is the place to go to find what they are looking for. Even Imperial officials will sometimes hire one of these groups to attack an enemy; not infrequently this enemy is a rival Imperial official and his assets, the mercenaries provide a force that cannot easily be connected with their employer. The Cararran city-states themselves often hire mercenaries to deal with rivals.
Industry on Cararra is mostly light manufacturing. Weapons and vehicles are relatively low-tech but are high quality and popular among humans from off-world. Some factories have even started to produce weapons designed for Orks which they sell to the visiting greenskins, this enterprise has proved rather successful.
History
Previously a mid-tech civilized world, it was abandonned by the Imperium in M36 during the onslaught of Waaargh Tuskragga. As is sometimes the way with Orks and their unpredictable nature, a random shift in the direction and momentum of the Waaargh meant that only a small splinter group of greenskins attacked Cararra while the main body of the Waaargh pushed deeper into the Castellan sector.
Even this small splinter group numbered many millions of Orks however. After a long and bloody war lasting twenty years the invading Orks were eradicated but only after great damage had been done to the world. The communication network had been destroyed, dozens of cities had been completely wiped off the face of the planet, millions of citizens had been killed. Cut off from one another, each city had operated as a independant unit during the war, and now in the hard-won peace the leaders were reluctant to cede authority to anyone. The leader of each city set themselves up as Governor and claimed to rule in the name of the Emperor. After several centuries with no contact from the Imperium, the Governors dropped even the pretence of ruling in its name. Wars between the cities were almost a constant feature of life.
The lawless nature of Cararra meant that it soon became a haven for pirates, mercenaries and renegades. Before long the slave-trade sprung up, boosted initially by the need of the city Governors to get workers into their mines and factories as most of their citizens were conscripted into the state armies. As the period of warring passed into the more peaceful period of restrained rivalry, the slave-trade had become so large that it has remained a permanent feature of Cararra, and the one it is perhaps best known for.
