Gravity and 'ship mass reduction'... Again, working with the principle of TL10 for the 'maximum', contra-grav technologies (which offer a simple, cheap and effective 'lift') wouldn't be available except in relic format (they're TL12). Then again CG 'screens some of the 'mass'' of a planet, or whatever... What is the difference between contra-grav and anti-grav? What makes them impossible to appear in the earlier TL, except book saying so?

LMAO! I already use that as an explanatory mechanism! Eldar ships used high-tech reactionless thrusters with the 'sail' being a part of the drive and shield system, just as you suggest... And, yes, I love B5 as well. I'm currently re-watching the 2nd, 3rd and 4th series on video! The eldar use of reactionless thrusters would relate to the Imperial use of technology as well. Quite simply even low-efficiency thrusters would be able to run rings around the Imperial ships. They would have no fuel requirements and could constantly accelerate, making them much, much quicker... Again, though, what are your thoughts on Imperial propulsion systems? Perhaps we could a small Imperial ship so that we don't run into the problems of the Flagship and thus use this as a model for subsequent designs? And perhaps in parallel to this we could design an eldar ship! Kage

Absolutely no reason other than the book says so and it also might support the approach taken by the 'fluff', i.e. rarity of some AG systems and other common AG systems. This could quite reasonably be attributed to difference between AG and CG... But there is no reason that CG cannot be reduced from TL12 to TL9 or 10. The TLs are just guidelines which can be changed to suit the narrative of the universe... I'm unsure whether the use of CG systems onboard a spaceship is going to reduce the 'mass' of the ship thereby allowing improved efficiency of thrusters (i.e. 1 million tonnes of thrust against 10 million tonnes of ship vs. the same thrust against an 85% CG ship with resultant 'mass' of 1.5 million tonnes)...
