No offence, but I think this is the wrong place to post these pictures Ok. Why not? If the idea is to make them mercs, they wouldn't be Imperial then. Hence the reason the other races section seemed the better choice.

The problem with 'mercenary bands/companies' is that it falls under the heading of the movement of armed non-Imperium personnel. People had a big enough problem with this in terms of the PDF which are at least nominally attached to the Imperium through feudal hierarchy...

yes they protect the normal world, but who protects for example the "free" companies of the Imperium? I think they have their own security forces (limited or course) or hire mercenaries.
I could also see the Imperium employ mercenaries for some tasks like for example security if there are no other forces available, or perhaps for scouting missions

Mercs always exist, and would exist even more in such a conflict driven society. I don't see why there wouldn't be such forces around.

My point was not in their existence, which I favour, but the 'crack' into which they must be slipped given the more generic statements about bearing arms under the lex/pax imperialis...

Government denies thier use, but they are used all the time to get jobs done when you don't have "legal" forces available... or don't want to deal with losses of your legal forces.
