well I got reading, and I read about possible Ork controlled systems?? Should I still refer to the guide if I wanted to create such a system? or just go about creating a very chaotic system??

You still need to use the guide, but you are less bound by it in terms of law and government, since orks don't have all the different forms of government as humans, and certainly not all the law. There wouldn't be an ork planet where no one is allowed to carry guns, for example.
By the way, the majority of ork worlds in the Anargo sector would be located in the Ork Empire (see Ork forum), and not the Imperial subsectors.

While GW essentially states that orks are the most populous race in the galaxy, I'm reticent to liberally dot ork-controlled worlds around the various subsectors. I'm sure that people will be keen to include them since it gives a readily defined 'bad guy' which the Imperium can 'duke it out with' but still... As CELS says, if you're interested in an ork-controlled world then perhaps turn your head to the Ork Empire. If you want there to be defined human and ork presence, then perhaps think about Castellan? With that said, back to the PPL forum... Kage

well I figured that since this is the Curse Subsector I might be able to add something to it, since it does have that "bad area" / "out of bounds" sound to it... and the Orks certainly do have that meanie attitude...
