Well, this is my standardised representation of Nagoma, formerly known as Neshenda. I just felt that it was appropriate to start a new thread for this, what with the new name and all the work I've done. Call me a sensationalist

Its dense atmosphere and water were heavily polluted in the first millennia following the world’s colonization, and it is impossible for humans to venture outside without protective wear. Were it not for this, Nagoma would have made an excellent location for tourism and holiday cruise-industry. Nagoma’s seas have been successfully terraformed, and are home to many imported aquatic races from all over the galaxy. Its seas are also dotted with huge ice bergs from either hemisphere, as most of Nagoma is actually well below zero degrees for most of its short year.
The world has only one sizeable landmass, a large and densely populated island called Nagai, which is controlled by the planet’s Overlord and Commander. The world also has four archipelagoes in the vicinity of Nagai, which are governed by the overlord’s princes. The cities of Nagoma are worlds of their own, with the poorest citizens living in small, white apartment buildings by the sea, working on fishing boats or in the factories, and with wealthier citizens living in beautiful villas on the higher regions of the islands, and the Overlords and Princes enjoying a life in their palace which is always on the highest land of the island.
The things that most people remember from Nagoma are its famous sunrises, colouring all the white buildings a warm pink, the cries of silver gulls, the perfect gardens and tidy streets, and the fantastic palaces, surrounded by high walls upon which the famous Honour Guard stand ever vigilant in their ornate suits of armour.
Government
Nagoma’s government has a three-way division of authority, with a legislative branch, a judicial branch and an executive branch. Starting with the latter, the executive branch is chosen from the world’s middle class and aristocracy, the populace that enjoys life within the Inner cities of Nagoma’s islands. The judicial branch chooses Judges from graduates at the Nagoman law schools, which are in theory open to all applicants. In reality though, only the wealthiest aristocrats can afford this education, and it is thus almost unheard of for the lower classes to enter law school. The legislative branch consists of the Nagoman Overlord and Imperial Commander, and his family and advisors.
The title of Overlord and Imperial Commander of Nagoma is strictly hereditary and has been passed down between males in the Murak family for two millennia, ever since the former regent family was assassinated in a civil war. The authority of the Overlord on Nagoma is limitless, with the exception of a few locally present Imperial organisations such as the Adeptus Arbites. The Overlord typically has his sons, brothers or other male relatives as Princes, who are each given lordship of one of the planet’s archipelagoes. With the crowning of a new Overlord, these archipelagoes are given new Princes by the discretion of the new Overlord.
Religion
The Ecclessiarchy has a relatively strong presence on Nagoma, and its many shrines are extensively decorated by the government, both in wealthy and poor regions. These shrines are greatly respected by the populace, also in the poor regions that suffer from crime, but this is partly because of the heavily armed guards employed by the government to uphold the sanctity of the shrines. Still, the Ecclessiarchy enjoys much devotion from the lower classes of Nagoma, as it recruits its preachers, priests and even confessors from the lower classes as much as the planet’s aristocracy. The Emperor, after all, judges a man by his faith and not his titles. This has led many of the lower class population to seek to the Ecclessiarchy for ways to protect themselves and their family and community from the Overlord and his government, and there have been a few notable clashes between the Ecclessiarchy and the aristocracy of Nagoma based on social class. Typically though, the members of the Ecclessiarchy are greatly respected by the aristocracy, and it is broadly considered shameful to speak against them.
Society and Law
The islands and archipelagoes of Nagoma are divided into several regions of three different types. First, there are Citadels, where the Overlord and his family and most respected friends and officials (such as PDF generals, important members of the Ecclessiarchy, and Judges from the highest councils of the judicial branch) reside. These citadels are extremely well-protected by the PDF Honour Guard, and are known throughout the sector for their beauty.
Outside the Citadels, there are the Civic regions, where the middle class reside and where the commercial sectors are located. It is from these regions that the police and government recruit, and though the middle class citizens enjoy no direct bonds with the Overlord, they are considerably more privileged than the lower classes in most regards. Compared to the middle class of many Imperial worlds, the citizens of the Civic regions on Nagoma are quite wealthy and enjoy a high technology level and welfare.
The poorest and most densely populated regions are simply known as the Lower regions, and are quite literally the lowest regions of the islands in that they are closest to the sea. The level of wealth varies somewhat in these regions, but most citizens there are quite poor, with whole families living in apartments of two or three rooms. In the Lower regions, most citizens work as fishermen, hydro-farmers or industrial workers, with some of the more fortunate and wealthy citizens working in commercial centers of the Lower regions.
Not all of Nagoma’s population enjoys a life on land however. As with most other water worlds, land is a precious resource on Nagoma, and many are forced to make their living on the open sea as a result of poverty, lawlessness or family exile. It is estimated that seven and a half million people live at sea, the majority of which live on great City-ships. These city-ships can home as many as several tens of thousands, and are usually completely independent from the population on land. Though the living conditions of the sea people are often just as good as those in the Lower regions on land, life at sea can be quite hazardous on Nagoma, as the seas are almost completely lawless. War between single ships, or even convoys or entire city-ships is known to happen, and hundreds are murdered at sea every day. Armed with anything from ballistae and catapults on sail- or steam-driven boats to automatic cannons and torpedoes on greater ships, depending on their size and age, the seafarers consider war a matter of survival, and ethics do not enter into it.
On land however, Nagoma has a considerably high level of law, upheld by the Overlord’s Enforcers. Weapons are especially strictly regulated, with any kind of ballistic weapon strictly prohibited, and blade weapons allowed only for the Middle class, usually in the form of hereditary ceremonial daggers and swords.
Criminals are usually punished hard by both the Enforces and the Judges of Nagoma, but death sentences are surprisingly rare on this world. Instead, exile to the sea is a more common punishment, and such exile can often be requested by a family who feel that one of their members have brought shame to them through spoken disrespect, or acts such as adultery. The people who are exiled are given nothing but a small and simple sailboat, without any food, water or clothes. Those who do not have survival equipment of their own and who are not (un)fortunate enough to be picked up by the lawless seafarers usually die within days.
Both trade and personal freedom are areas that are not highly regulated by law within each class, but the distinction between classes is paramount. It is completely forbidden for anyone from one class to venture in a region of higher class, for example, unless given an official invitation. Also, the middle class enjoys many privileges when trading with the lower class, as the Citadel citizens do when trading with the middle class.
