If these worlds were discovered by a rogue trader with a charter signed by the emperor or the primarchs then it wouldn't matter who was upset by there high tech abilities, no one exists anymore with a rank high enough to countermand the charter they have so as long as they weren't going to war against the imperium they could go about things however they liked. And rogue traders are by definition supposed to go out and find worlds for the imperium and to help colonise worlds and whole raft of other things. That as far as i'm concerned adresses all of the problems anyone might have. And as its in a different sector then the Rogue trader option is valid is it not.

A 'Rogue Trader Charter' does not immunise a world against the lex imperialis even if it might given them a bit of breathing space. And, once again, if the world isn't going to be in the Anargo sector (and the current indication is that it is not), then at present we should definitely concentrate elsewhere... Getting your worlds to integrate into the wider scheme of things, for example.
